US Environmental Protection Agency (EPA)

The EPA does not actually certify products, but it does issue recommendations on green products for institutions. According to EPA procurement guidelines, bathroom and sanitary tissue should be at least 20 percent recovered fiber, including at least 20 percent post-consumer fiber. Paper towels and napkins must include at least 30 percent recovered fiber, and facial tissue should contain at least 10 percent recovered fiber.

Green Seal

This non-profit certifying organization considers a products entire life cycle.
